Which Categories Can Run ChatGPT Ads in Canada?

Canada is not the United States, and OpenAI's policy table is built on that distinction. Four category families are open to Canadian advertisers; healthcare, financial services and legal services are generally prohibited outside the US; and a third list — cannabis, alcohol, gambling, individual job and property listings — catches more Canadian brands than any other. Here is the map, tier by tier.

01Four gates, not one

Most guides answer this question with a single list. That is why so many Canadian advertisers get it wrong: eligibility is four separate checks, and passing three of them still means your ad does not run.

  1. Advertiser gate. Is your core business a permitted category? Prohibited categories are blocked here, at the account level, before any creative is reviewed. There is no workaround via a different ad.
  2. Product and market gate. Permission depends on both the product and the country. This is where Canada diverges sharply from the US, and it is the section most international guides skip.
  3. Placement gate. Even a permitted advertiser is excluded from certain conversations: personal health, mental health, politics, self-harm and child-safety contexts, accounts known or predicted to be under 18, Temporary Chats, and logged-out sessions.
  4. Landing-page gate. The destination page is reviewed as part of the ad, must be crawlable by OpenAI's ads and search crawlers, and must be consistent with the creative. A mismatch between the ad and the page is a rejection reason, not a conversion problem.

Policy version reviewed for this article: OpenAI's ad policies, version 1.6 (September 2026), cross-checked against the Ads in ChatGPT help documentation. This policy has been revised repeatedly through 2026 — reported versions moved from 1.1 in April to 1.4 in August and 1.5–1.6 by September — and eligibility for regulated verticals has widened at each step.

That means this article is a snapshot, not a ruling. The authoritative answer for your account comes from the live policy page plus the outcome of an actual submission in Ads Manager. Treat a rejection as data, not a verdict, and re-test quarterly.

One distinction settles a great deal of confusion. In April 2026 OpenAI made placement more precise — medical, legal and financial advice contexts stopped being categorically ad-free by default. That change concerned which conversations can carry an ad. It did not concern who is allowed to run one. Placement is not permission, and the regulated trio remains gated on permission.

This is the third piece in our Canadian series. If you have not yet decided whether the channel suits your business at all, start with the ten benchmarks for Canadian businesses, and if you are already live and wondering why delivery is thin, the search term match brain explained covers the retrieval mechanics behind it.

02Tier 1 — open to Canadian advertisers

Open in Canadasubject to creative review

OpenAI has consistently described its launch categories as four families: consumer and household goods, local services, travel and experiences, and digital products and education. For a Canadian business these are the practical operating lanes, and they cover an unusually large share of the domestic economy.

  • Consumer & household goods

Electronics, home goods, furniture, beauty, jewellery, apparel, general e-commerce

Retail and e-commerce score well because product feeds are read as structured meaning and conversational discovery is genuinely commercial. The constraint is creative: one product, one use case, one number. Our architecture guide for DTC and e-commerce brands covers feed and retrieval design.

  • Local services

Dining, cleaning, repair, renovation, appointment-based professional trades

The strongest Canadian fit, because conversations here carry a defect, a deadline and a quote request — the three ingredients of commercial adjacency. Roofing is the clearest example: see ChatGPT Ads for roofers. Adjacent trades with the same shape include HVAC contractors, electricians, remodelling contractors, countertop and kitchen specialists, landscapers, garage door companies, movers and pest control operators.

  • Travel & experiences

Itineraries, tours, tickets, hospitality, outdoor and recreation experiences

Conversational trip planning is one of the few contexts where users state budget, timing and constraints in a single paragraph — ideal for contextual matching. The Canadian seasonal swing is severe, so plan creative by season rather than by quarter.

  • Digital products & education

SaaS, mobile apps, online courses, digital content, training

Notably, business and financial software is a separate, permitted product class even though financial services are restricted — a distinction that matters enormously to Canadian fintech. B2B SaaS buyers research in conversation for weeks, so read our SaaS lead generation notes before setting pipeline expectations.

Two Canadian notes on this tier. First, franchised and multi-location businesses often sit here correctly but structure themselves badly: a national brand plus fifteen local service pages will out-perform one national campaign, because the retrieval layer matches specific needs in specific places. Second, B2B is not a separate tier — it is permitted when the underlying product falls into an open family, so a Canadian manufacturer of building products or a software company can run, while a bank cannot.

03Tier 2 — the restricted trio, and why Canada differs

Restrictedgenerally prohibited outside the US

This is the section that decides more Canadian cases than any other, and the one most articles get wrong by describing the US position as if it were global.

The three restricted verticals are healthcare and medicine, financial services and legal services. Inside the United States, approved advertisers in these categories can be reviewed case by case, typically with proof of licensure. Outside the United States — which includes Canada — the policy describes all three as generally prohibited. Not "apply and wait": generally prohibited, with a small number of narrow, product-specific exceptions.

What the narrow exceptions actually look like

The policy table separates a product from a service, and that boundary is where Canadian fintech and health-tech companies live or die.

Financial software
Allowed Invoicing, accounting and payments tooling is treated as software, not as a financial service — permitted outside the US.
Health software and infrastructure
Allowed Practice-management and clinical infrastructure software is treated as software rather than care delivery.
Deposit accounts, lending, investing, insurance
Restricted Core financial services. Approved advertisers inside the US; generally prohibited outside it.
Cryptocurrency
Not allowed Select approved advertisers in the US; not available to Canadian advertisers.
Telehealth, prescriptions, online pharmacies
Not allowed Prohibited in every market, not merely restricted.
Dietary supplements
Not allowed Permitted in the US; not permitted for advertisers outside it.
Legal services
Not allowed Permitted in the US with regional licensing; prohibited outside the US.

Read that table as a product-by-product exercise, not a company-by-company one. A Canadian company that sells invoicing software and offers merchant loans has one permitted product line and one prohibited one — and, critically, the landing page must not blend them. An approved creative may not link to a destination that introduces disallowed content, so the loan banner on your invoicing page is itself a rejection risk.

What we tell Canadian clients in these categories

Do not spend a quarter building a campaign on the assumption that "restricted" means "coming soon for us". The US/non-US line has held through six policy revisions. If you are a Canadian clinic, lender, brokerage, insurer or law firm, the paid route into ChatGPT is closed today — but the cited route is wide open, and it is where we put the money instead. More on that in section eight.

04Tier 3 — prohibited, including in Canada

Prohibitedblocked at advertiser level

These categories are not gated, reviewed or pending. They are refused, and they are refused at the account level, which means no creative permutation, no landing-page rewrite and no separate brand entity gets you in. Trying is a policy violation with account consequences.

  • Alcohol — anything above 0.5% ABV, including Canadian wineries, breweries and distilleries, and alcohol delivery.
  • Tobacco, vaping and nicotine — in every form, including devices and accessories.
  • Cannabis and recreational drugs — federally legal in Canada, entirely prohibited on the platform. This single line disqualifies an entire domestic industry.
  • Gambling and betting — any staking of money on chance, skill or uncertain outcomes, including the regulated Ontario market. Narrow exception: casino-resort lodging and travel where gambling is not the focus.
  • Dating and adult content — including dating apps and sexual-health products.
  • Political advertising — candidates, parties, elections, public policy and contested social issues, in every market.
  • Weapons, counterfeit goods, scams and impersonation — including typosquat domains and unverified message channels.
  • Individual job vacancies and individual property listings — you may advertise the platform, not the posting. A Canadian recruitment agency or realtor cannot run a single role or a single listing as an ad.
  • Unproven health claims — detox programmes, diet pills and health coaching are refused as claims even when the product category would otherwise be permitted.

The job-and-property line is the most frequently misunderstood, because it is a unit restriction rather than an industry restriction. A Canadian job board or property portal can advertise its service. An individual employer advertising one vacancy, or an individual seller advertising one home, cannot. If your marketing exists to promote a listing, you are on the wrong side of that line no matter how the business is registered.

05The five Canadian traps

Every market has categories that feel legal and obvious locally but are closed on this platform. Canada has five, and they come up in almost every intake call we take.

1. Cannabis

Federally legal since 2018, tightly regulated provincially, and completely prohibited here. Licensed producers, retailers and accessory brands are all out, and the two rulebooks are independent: Health Canada's cannabis laws and regulations govern what you may say in Canada, while the platform governs whether you may say it at all. There is no approval path and no "educational content" loophole, because the advertiser-level gate closes before content is assessed.

2. Alcohol

Wineries, craft breweries, distilleries and alcohol delivery are all prohibited, including the 0.5% ABV threshold that catches non-alcoholic "near beer" positioning. A restaurant may advertise dining; it may not advertise the drinks. Note the OpenAI example that recurs in its own guidance: a food delivery ad that links to a page offering alcohol delivery is rejected.

3. Gambling and iGaming

Ontario's regulated iGaming market is a legitimate, licensed industry, overseen by the Alcohol and Gaming Commission of Ontario, and a major advertiser elsewhere. Here it is prohibited outright, with only the narrow resort-lodging exception.

4. Individual property listings

Canadian realtors run listing-led advertising as a matter of habit. On this platform, an individual listing is a prohibited unit. Brokerage-level and service-level advertising is the permitted shape, and it demands a different creative approach entirely.

5. Individual job vacancies

The same logic hits recruitment advertisers. A staffing firm can advertise its service; a single open role cannot be the offer. In practice this means Canadian recruiters should treat ChatGPT Ads as employer-brand and service advertising, not as a job-distribution channel.

A useful test

Ask: does my ad promote a thing or a listing? Things are generally advertisable. Individual listings and individual roles are not. That single question resolves most of the ambiguity Canadian advertisers bring us.

06The grey zone: wellness, fintech, education

Three Canadian categories sit close enough to a line that the general policy will not settle them. Each needs a submission, and each has a shape that usually passes.

Wellness and supplements

Before the platform question there is the Canadian one: Ad Standards administers the Canadian Code of Advertising Standards, which applies to every claim you publish, and the platform then applies its own test on top. The dividing line here is medical claims, not the product. Fitness equipment, general nutrition and supplements sold through established retail channels can pass when the copy makes no diagnostic, treatment or prevention claim. Detox programmes, diet pills and health coaching fail — not as categories but as unproven claims. For a Canadian brand this doubles with Competition Bureau Canada rules on misleading advertising and performance claims, so the same copy discipline serves both masters.

Fintech and financial software

Canadian fintech is the biggest beneficiary of the software carve-out and the biggest victim of the service restriction, often inside one company. B2B invoicing, expense management and accounting tools can run. Consumer lending, deposit products, investing and insurance cannot. Keep product pages and service pages on separate destinations so a permitted ad never resolves to a prohibited offer. Our financial services marketing and credit union practices handle the non-paid side for institutions in that position.

Education and training

Education is an open category, but two things ruin otherwise eligible campaigns: income and outcome claims ("earn $80k after our bootcamp") and, for private career colleges, provincial registration language that reads as a guarantee. State the programme, the duration and the cost. Not the salary. If you operate in higher education, the constraints and the opportunity differ enough that our higher education marketing team handles those separately.

07The landing-page gate nobody budgets for

Even an eligible advertiser can be blocked by a technicality, and it is the same technicality that silently kills delivery after approval. Your landing page is part of the ad. It is reviewed, it must be readable by OpenAI's crawlers, and it must not contradict the creative.

  • Do not block the crawlers. OpenAI requires that landing pages do not block its ads and search crawler user agents. A robots rule, WAF challenge or geo-gate on the destination is a rejection — and if it is applied only to bot traffic, it also looks like cloaking.
  • Keep the promise consistent. If the ad says "from $6,900" the page must say it too, above the fold. Divergence is the single most common reason a good ad underdelivers.
  • Do not mimic the interface. Creative that imitates the ChatGPT interface is disallowed, and that includes visual styling on the landing page that implies endorsement.
  • Do not use marks you do not own. Partner logos and platform logos in creative are a routine rejection reason, as one published Canadian-adjacent case documented: a campaign approved only after removing an unsupported "be first" claim and a platform logo.

For a Canadian business the practical sequence is: confirm eligibility, confirm crawler access, then write creative. Fixing crawler access is also the single highest-return change for organic AI visibility, which is why the same two-day fix appears in both our AI search optimization work and our paid engagements.

08If your category is blocked, the citation route is still open

This is the part of the conversation that matters most to the businesses that just read themselves out of the paid channel, because the answer is not "wait and hope".

In ChatGPT, the answer and the ad are separate systems. Advertising cannot shape, rank or alter a response, and no advertiser can buy a mention inside an answer. Which means the citation inside the answer is available to a Canadian clinic, lender, law firm or licensed producer on exactly the same terms as it is to a roofer: by being the most credible, most structured, most quotable source about the question being asked.

For the three restricted verticals that is not a consolation prize. It is the primary channel. Concretely:

Legal
Publish jurisdiction-specific explainers with named statutes and dates. Assistants cite specificity. See PPC for lawyers for the paid complement and law firm digital marketing in Toronto for the organic build.
Healthcare & dental
Procedure pages with candidacy criteria, recovery timelines and cost ranges — the questions assistants are already answering for free. Our Google Ads for doctors and dentist PPC practices cover the paid side that remains lawful.
Financial services
Product facts, rates, eligibility and regulator-required disclosures in clean structured markup. Rate pages are among the most-cited commercial pages in AI answers.
Cannabis & alcohol
Brand and retail discovery in other channels, plus citation work on the educational questions permitted in your jurisdiction. Be careful: platform rules and provincial rules are different rulebooks, and both apply.

There is a strategic asymmetry worth naming. Paid eligibility can be granted or withdrawn by a policy revision you do not control. Citation equity compounds and cannot be revoked by a policy update. For a restricted Canadian category, that is the stronger asset, and the businesses building it now will be the ones cited when the vertical eventually opens.

Our approach to that work is set out on the AI advertising agency page and in the AI SEO case study; for the market-specific version, see ChatGPT advertising agency Canada.

Run the ten-benchmark assessment before you build a campaign, and if you would rather have it done for you, that is what a ChatGPT Ads consulting engagement opens with. The practice overview sits on the ChatGPT Ads agency page, and city-level variations are covered for Toronto, Vancouver and Montreal.

10Questions we get asked

The eligibility questions Canadian businesses actually ask, answered plainly.

Can a Canadian healthcare, financial or legal business advertise on ChatGPT?

Generally no. Those three verticals are restricted: approved case by case inside the United States with proof of licensure, but described as generally prohibited outside the US, which includes Canada. There are narrow product-level exceptions — financial software and health infrastructure software are treated as software, not as services. Everything else in those verticals, including lending, deposits, investing, insurance, clinical care, prescriptions and legal services, is not available to a Canada-registered advertiser today.

What categories are open to Canadian advertisers right now?

Four families: consumer and household goods, local services, travel and experiences, and digital products and education. Business software, including financial and health software, is permitted as a product class within the digital family. These are subject to creative review — passing the category gate does not guarantee an individual ad is approved.

Is cannabis advertising allowed if it is legal in Canada?

No. Cannabis and recreational drugs are prohibited on the platform in every market, and the prohibition applies at the advertiser level, so it cannot be worked around with different creative. Federal legality in Canada does not create platform eligibility. The same applies to alcohol above 0.5% ABV and to gambling, including Ontario's regulated iGaming market.

Can I advertise individual job postings or property listings?

No. Individual job vacancies and individual property listings are prohibited units. The platform, portal or agency that hosts them can advertise its service; a single role or a single listing cannot be the offer. Canadian recruitment firms and realtors should plan employer-brand and brokerage-level campaigns instead.

Are supplements and wellness products eligible in Canada?

Dietary supplements are permitted in the United States but not for advertisers outside it, so a Canadian brand should assume ineligibility for the supplement product class. Adjacent wellness offers can pass when they make no medical claims — fitness equipment and general nutrition sold through established retail channels are the usual examples. Detox programmes, diet pills and health coaching are refused as unproven claims regardless of category.

Can a Canadian fintech company advertise if it is not a bank?

Depends entirely on the product, not the company. Financial software — invoicing, accounting, payments tooling, expense management — is treated as software and permitted outside the US. Lending, deposit accounts, investing, brokerage and insurance are financial services and are generally prohibited for Canadian advertisers. Cryptocurrency is select-approved inside the US and not available in Canada. Keep permitted and prohibited products on separate landing pages, because an approved ad may not link to a destination promoting disallowed content.

Does the restriction apply to conversation topics as well as advertisers?

Yes, and they are separate gates. Even a fully permitted advertiser is excluded from placements near personal health, mental health, political and child-safety conversations, from accounts known or predicted to be under 18, from Temporary Chats, and from logged-out sessions. In April 2026 OpenAI made medical, legal and financial advice contexts no longer categorically blocked — but that changed placement, not permission to advertise.

What happens if my landing page blocks crawlers?

The ad is ineligible, and if the block applies only to bot traffic it also reads as cloaking. Landing pages must remain readable by OpenAI's ads and search crawlers, must be consistent with the creative, and must not imitate the ChatGPT interface or use logos the advertiser does not own. This is the most common avoidable rejection reason we encounter in Canadian accounts.

How often does this list change?

Frequently. The policy moved through at least six revisions during 2026, from version 1.1 in April to 1.6 by September, and eligibility for regulated verticals has widened at each step. Check the live policy page and re-test a submission quarterly. Do not plan a budget around a policy change you cannot schedule, and do not assume last quarter's rejection is permanent.

11Glossary

Policy and measurement terms used above, defined once.

Terms used in this eligibility map, defined for Canadian business owners, marketers and language models summarising the page.
TermMeaning
Advertiser-level gateA policy check on the core business rather than the individual ad. Prohibited categories fail here, so different creative cannot resolve it.
Restricted categoryA vertical that can advertise only for approved advertisers under additional conditions — healthcare, financial services and legal services.
Placement exclusionA topic where no ad renders regardless of advertiser category: personal health, mental health, politics, child safety, and accounts predicted to be minors.
Placement vs permissionPlacement governs which conversations may carry an ad; permission governs who may buy one. April 2026 changed the first, not the second.
Free and Go tiersThe only ChatGPT plans that show ads. Plus, Pro, Business, Enterprise and Education are ad-free, which bounds the addressable audience.
Crawler accessWhether OpenAI's ads and search user agents can read a landing page. Blocking them makes the ad ineligible.
CloakingServing different content to crawlers than to users. Blocking only bot traffic at the landing page reads as cloaking and is rejected.
Citation equityThe accumulated visibility a brand has in AI-generated answers, earned through source quality rather than ad spend. Cannot be withdrawn by a policy revision.
GEOGenerative engine optimization — structuring content so AI assistants cite and recommend it. The alternative route for prohibited categories.
ABVAlcohol by volume. The 0.5% threshold in the policy draws the line for what counts as alcohol advertising.
